J Squared Consulting, founded by James Tsumura, is a unique Water System Consulting firm focused on providing innovative and efficient solutions for Municipal Water Systems, Special Districts and Private Water Agencies. With over 17 years of hands-on experience in water system operations and management, James brings extensive knowledge and a unique perspective to every project. Our firm’s mission is to help cities, water agencies, and districts maximize their resources, improve operational performance, and build more resilient water systems.

James Tsumura’s career spans several key roles, with notable positions including serving as the Interim Water Superintendent for the City of Glendora, Water Supervisor and working as a Certified Water System Operator for the City of La Palma. He currently serves as a Water System Consultant and has worked with the City of Huntington Park, Water Replenishment District, City of Perris, City of Glendora, City of Bell Gardens, Liberty Water, Rubio Canon Land and Water and the City of La Palma.

His extensive experience includes overseeing the operation and maintenance of complex water systems, including managing capital improvement projects (CIP), developing master plans, conducting asset condition assessments, ensuring regulatory and permitting compliance, developing on-boarding and training procedures and implementing water conservation programs.
